Summary: 

The Director of Facilities Planning and Design is responsible for continuously adapting our facilities to evolving services, needs, technology, regulatory and health care delivery models. This position will be responsible for strategic healthcare planning and design guidelines throughout the Baystate Health System comprising approximately 5,000,000 ft2 located within five hospitals and 85 other locations throughout Western MA.

Job Responsibilities: 

1) Master Plan (BMC)
Oversee the Master Facility Planning effort at BMC to ensure facilities are aligned with Baystate Healthcare growth goals, national trends and market demands. Meet with senior leadership to ensure alignment of functional layouts with clinical and administrative needs currenlty and allows flexibility for the future. Build capital plans with Facilities and Engineering Directors for final project approvals.

Prepare and lead RFQ/RFP selection process for Design teams (Architect, MEP, Civil, Structural, etc.) for projects resulting from the Master Facility Plan.     

2) Baystate Health Design
Assess project requests across all of Baystate Health's inpatient and outpatient facilities. Prepare, design and develop conceptual designs and presentations, specifications, techniques and procedures to incorporate comprehensive planning initiatives in collaboration with Real Estate Services, Strategic Planning, Construction Services, Facility Engineering, Information Technology and Legal for regulatory requirements.

Working with designers/PMs to develop occupancy solutions of varying scale and complexity, migrating plans, and sequencing group-level moves/relocation. Conduct front end exploration of whether sequencing is possible and whether it prevents project viability.

Facilitate resolving planning issues ensuring planning aligns with master plan, space standards, regulatory policy, and target utilization objectives.

Prepare RFQ and RFP selection process for Design teams (including Architect, MEP, Civil, Structural, etc.) for project resulting from approved funded projects.     

3) Regulatory
Lead facility and planning portions of DON and DON Amendments for approved Master Facility Plan projects. Liason with Baystate Legal and outside Legal console as required.

Track DON threshold requirements for inpatient and ambulatory facilities. Liaison with Baystate Legal and outside Legal console as required.

Assist in Joint Commission (and CMS) planning and site visits.
     

4) Leadership & Team Communication

Coorindate directly with Sr. Director of Facilities, Director of Engineering, Life Safety Director on current and proposed projects.

In coordination with Space Allocation Committee: Oversee a staff member to develop space planning; block planning, and adjacency diagrams in coordination with clinical and administrative needs fo all Baystate Health Facilities.

Focus team members to meet deadlines, resolve complex issues, design changes and restacking initiatives associated with MAC relocation efforts. This role helps communicate and guide discussions with leaders for appropriate projects that involve the execution of box moves, furniture moves and space reconfiguration utilizing in-house and external resources as required.

Meet quarterly with clinical unit space planning liaisons to update changes in space needs and keep database and occupancy numbers, office and workstation availability.

5) Furniture, Moves and Space Allocation
In conjunction with designers, develop space and furniture use guidelines and standards.

This role oversees a team that: develops move plans with space assignments, occupancy plan, cabling requirements, IT requirements and contruction requirements along with maintaining an accurate inventory of stored furniture components.

Oversee layout, design, and space plan of facilities in relation to the move plans.

Implement space strategies within designs that promote informal social interactions, creative thinking, collaborative and focused work. Utilize shared space and technology to maximize efficiency of existing space. (Could be a goal for some groups but probably not realistic for every program/department).

Facilitates and monitors information flowing from PMs, designers and projects to the system admin in order to maintain accurate space plans within CAFM program.

Oversee/facilitate space audits to determine new workstations or unused space that can be utilized for touchdown stations or hoteling solutions. Works with Space Allocation Committee to determine/recognize and advise leadership when no viable option exists.

6) Coach team and individual performance to maximize motivation and engagement. Optimize team assignments to align with individual strengths and growth opportunities. Manage department expense and capital budgets.

Required Work Experience: 

1) 10 years' professional experience in healthcare facilities planning and design

Preferred Work Experience: 

1) Familiarity with DPH and Joint Commission requirements.

Skills and Competencies: 

1) Strong organizational, interpersonal and communication skills, both oral and written, including advanced negotiation skills and ability to work effectively and interface with all levels of the organization

2)  Solid customer service acumen and interpersonal relationship skills

3)  Proficiency with AutoCAD, Outlook, and MS Office Suites including Word, PowerPoint and Excel

4)  Knowledge of building construction, materials and methods and the trades required for project completion

5)  Ability to provide leadership and manage a team

6)  Strong and proven technical aptitude

7)  Willingness to take ownership of requests; prioritize and meet deadlines

8)  Strong attention to detail and quality

9)  Advanced understanding of regulatory requirements
