Summary Description:
As primary human resource professional for all staff and managers, ensure the timely provision of a full range of human resources services. Consult with clients on human resource issues, resolving operating issues through established policies and procedures. Enlist HR content experts as needed to address unique needs and issues with policy or other implications. Keeps Baycare's executive leadership team apprised of critical operating and climate issues to ensure HR strategies are linked to the business objectives.
Reporting to Baycare's Chief Operating Officer, the HR Manager promotes sound human resource management practices to ensure fair, equitable, and consistent treatment of employees, consistent with Baycare's values and minimizing the potential for legal liability.
Educates and counsels managers on critical HR issues. Serve as employee advocate to ensure a supportive work environment. He/She manages a broad range of day-to-day human resources operating activities.
Job Requirements:
1) Coordinates the recruitment and selection of candidates for new and vacant positions.
2) Conducts exit interviews, compiles data and assesses any implications for future hires and retention strategies and reports to managers and senior leadership.
3) Supports HR programs that promote good employee relations and improve the quality of employee work life. Works with management to identify and anticipate potential employee relations issues. Identify appropriate responses. Counsels managers in handling individual situations and employee disputes, the disciplinary action process and employee development plans. Meets with employees seeking information, career counseling, and mediation of issues between managers and employees. Investigate a variety of employee complaints, including sexual harassment, employee disputes, and concerns.
4) Manages organization's compensation program. Works with senior leadership to assess departmental compensation issues. Handle routine compensation matters to ensure equity and that operational goals are met.
5) Ensure that job descriptions are kept up to date by management; review descriptions for content and appropriate format. Reviews compensation to ensure that it remains competitive when compared to markets.
6) Coordinates Performance Management administration for the organization. Ensures consistency and equity in the process, including reviewing appraisals for completion and quality, supporting documentation and signatures, and follow-up on employee comments as appropriate.
7) Identifies Baycare's training and staff development needs. Enlists and coordinates internal/external specialist resources to ensure that training needs are met.
8) Trains and coaches managers in policy administration to ensure equitable treatment of employees. Introduces new and changed policies. Assesses situations against policy/guidelines and interprets their application, soliciting the expertise of others as appropriate, and advises management on appropriate actions.
9) Provides information that assists managers and employees in understanding applicable laws, regulations and policies. Identify areas of potential non-compliance and works with management team to ensure corrective action is taken and educates in the rationale for regulations.
10) As the HR system expert provides guidance to managers and employees in completing changes to employee and position data, benefits and related information.
11) Ensure that management and employees understand HR products and programs, and conveys the organization's values, goals, and strategic imperatives. Reinforce HR and corporate messages. Conduct informational meetings as needed.
12) Creates and provides HR System training and communicates upgrades and related changes.
13) Provides payroll backup in the absence of the Finance Manager.
14) Works with benefits broker and coordinates yearly open enrollment for all employees.
15) In coordination with Baycare's fiduciary consultant, manages all 401k administrative requirements to include all compliance reporting.
16) Participates on Baycare's 401K Committee.
17) Leads Baycare's Policy Review Committee.
Minimally Required Education:
Associates Degree
Preferred Education:
Bachelors Degree
Minimally Required Experience:
Three (3) years of HR experience demonstrating knowledge of all functional areas of Human Resources.
Skills/Competencies:
Basic understanding of HR functions, practices, policies, employment law, and regulations
